警甴無故向正在步行中的市民作出警告, 刑事恐嚇市民必須立即離開, 否則會向他們發射催淚彈. 香港有非法集會條例, 而沒有禁止遊行條例, 向正在步行的市民施放催淚彈, 是蓄意刑事傷害他人身體.
